Yishun NPC flooded with 425 silent calls by man seeking 'fun and enjoyment'

Between April 21 and 29, 2026, Foo Jia Hong, a 37-year-old Singaporean, made 1,035 silent calls across four neighbourhood police centres — 425 to Yishun NPC alone — using a SIM card he found in a second-hand mobile phone cover purchased at an Ang Mo Kio night market. Officers at Yishun NPC answered 330 of the 425 calls, while unanswered calls clogged the phone lines and forced subsequent calls into queue, disrupting non-emergency services.

The SIM card was registered to a foreign worker who claimed he had discarded it; police traced the number to telecommunications provider Simba and arrested Foo in May after psychiatric assessment revealed mild intellectual disability and autism spectrum disorder, though the Institute of Mental Health found no causal link to the offence. On August 26, District Judge Koo Zhi Xuan sentenced Foo to 23 days' jail after he pleaded guilty to obstructing police officers, with the DPP noting his prior conviction in January 2025 for communicating false messages and emphasising deterrence as the key sentencing consideration.
