Yishun PMD riders hit with impounds: 39kmh scooter, modified wheelchair, 100kmh motorbike

Land Transport Authority officers impounded three personal mobility devices during a two-hour enforcement operation at Northpoint City mall in Yishun on August 3, 2026, after discovering multiple rule violations. A domestic helper's device was seized for carrying two passengers (illegal under new rules requiring a valid Certificate of Medical Need for single riders) and clocking 39.69kmh—over six times the legal 6kmh speed limit. The device had also been modified to accommodate two people, rendering it non-compliant.

Two additional devices were impounded during the same operation: a motorised PMD that reached nearly 100kmh (exceeding the 25kmh limit) and resembled a motorbike, and a heavily modified power-assisted bicycle that exceeded legal specifications. Officers stopped more than 20 users for checks and inspected their devices for proper registration and documentation.

The Yishun operation is part of broader LTA enforcement following new PMA rules that took effect on June 1, 2026. In the first two months of enforcement, officers issued 29 offences across Singapore, including three users riding without valid CMN or exemption, five speeding violations, and 21 non-compliant e-scooter cases. Willy Soo, LTA's deputy director of active mobility enforcement, stated the authority's goal is "not to penalise genuine users of PMAs, but to deter misuse and unsafe behaviour that puts other path users at risk."
